India initiates anti-dumping investigation on Vietnamese yarn

The Indian Ministry of Commerce and Industry’s Directorate General of Anti-dumping and Allied Duties on May 6 officially announced its initiation of an anti-dumping investigation on imports of all Fully Drawn Yarn from China, Thailand and Vietnam, according to the Vietnam Competition Administration Department.
The application has been filed by the Indian Association of Synthetic Fibre Industries. The product under consideration is All Fully Drawn or Fully Oriented Yarn/Spin Draw Yarn/Flat Yarn of Polyester (FDY), which is generally known in commercial market parlance as Fully Drawn Yarn.
The subject goods are used for the manufacturing of apparel/household textiles and other industrial textiles.
The Indian Association of Synthetic Fibre Industries has proposed that Taiwan be treated as market economy third country for determining normal value for China and Vietnam.
The period of investigation (POI) for the purpose of present investigation is October 1, 2006 to September 30, 2007 (12 months) and the injury investigation period will cover the periods April 2004 –March 2005; April 2005-March 2006, April 2006-March 2007 and the POI.
Any information relating to this investigation should be sent in writing so as to reach the Directorate General of Anti-Dumping and Allied Duties not later than 40 days from the date of publication of the notification (May 6, 2008).
If no information is received within the prescribed time limit or the information received is incomplete, the Directorate General may record their findings on the basis of the facts available on record in accordance with the legal rules.
