HarborWorks PDA board waits on contract with former city manager

(Port Angeles) -- A group tasked with finding ways to redevelop thePort Angeles harbor and the former Rayonier Mill site have broughtsome staff help on board.
But a much-watched consulting contract with one of the architectsof the HarborWorks Public Development Authority won't happen, yet.
The PDA board did approve local attorney Rob Tulloch as its legalcounsel, and approved Sequim Realtor Karen Kilgore as the Board'ssecretary. She'll work on a part-time basis under the direction ofInterim Executive Director Jim Haguewood.
Others brought on board include Port Financial Director Bill James,as Treasurer, and the City's Bob Koons, Human Resources Director,is helping in the search for an Executive Director.
Chairman of the board, Orville Campbell said 16 resumes have beenreceived, and he has looked through most of them. The board hopesto narrow the search down to about 6 in the next several days.
But a consultant contract, slated to be offered to former CityManager Mark Madsen, was put on hold until the board can study theCity's contract with Madsen for consulting services, and what areasit encompasses. There was concern about overlapping duties,especially in the Rayonier property area.
Madsen's consulting contract with the city calls for a fee of$162-dollars per hour, while the PDA appears to be offering$225-dollars per hour. Interim Port Angeles city manager JerryOsterman told the board that Madsen's contract is "on demand, asneeded", and has not been utilized so far.
