The Power Cell would submit theevaluation report within two or three days to the power ministryfor approval.
When contacted, Director General of Power Cell Abdul Jalil saidthey have almost completed the evaluation of technical bid of thePowertek.
"We're likely to submit our evaluation report on Monday orTuesday," he told UNB.
"If the power ministry approves the technical offer, we'll thenopen the financial offer of the bidder to start the finalevaluation," he added.
Power Cell, a reform implementing wing of the power ministry, hadinvited the international tender and Powertek along with Germancompany Siemens and Korean company Kepco under a joint venturesubmitted only a single bid for the project on July 24.
As this was a single bid, Power Cell took only a week to completeits assessment, said another official of the Power Cell.
But doubts arise whether the power ministry will finally approvethe bid to go ahead as it received only a single bid for theBibiyana power project.
Power ministry officials said that the receipt of a single bid hasput the project into uncertainty about its implementation withinthe stipulated timeframe.
The government had envisioned to implement the top priority projectby 2011 as the country has been experiencing nagging power crisis.
Earlier, three companies qualified for the project in thepre-qualification (PQ) round to submit their final bids.
But, among the three pre-qualified bidders, only the PowertekBerhad of Malaysia submitted its bid while two others -- theUSA-based AES Corporation and Chevron Corporation -- refrained fromdoing so.
Normally, when the government receives single bid for any project,it goes for re-tendering to ensure competitiveness in the cost andprice offer, which is a very time consuming and lengthy process.
As per terms and condition of the Bibiyana project, the privatesponsor will install the project on build-own-operate (BOO) basisand the government will purchase electricity from it for a 22-yearperiod.
