The Hazardous Potential Test fails if an AC voltage greater than 50Vrms or a DC voltage greaterthan 13V is detected. The second test, lets call it the ForeignVoltage Test, looks for a voltage on the phone line thatwon’t hurt you but will nonetheless stop your phone fromworking, and shouldn’t be there. This is specified as avoltage greater than 10V AC or 6V DC and it often fails whenapproximately 40V DC is detected. This is a situation that willoften occur if a new VoIP customer connects their VoIP gateway totheir home phone network when the home phone wiring is stillelectrically connected to the Plain Old Telephone Service (POTS)from the ‘old’ phone company. It is important tounderstand that disconnecting phone service may not result in aphysical electrical disconnection.
