The government yesterday received only one bid for the 450-megawattBibiyana power plant project.
Power ministry officials said the receipt of a single bid hasultimately put the priority power project into serious uncertaintyabout implementation within the stipulated timeframe of 2011.
Out of three pre-qualified bidders only Powertek Berhad of Malaysiasubmitted its technical and financial offers under a joint venturewith German company Seimens and South Korean company Kepco.
Two other pre-qualified bidders--USA-based AES Corporation andChevron Corporation--refrained from submitting their final bids.
Usually when the government receives a single bid for any projectit goes for re-tender of the project to ensure competitiveness incost and price offer, which is time consuming.
However, it is not clear what the government will do in this case.
