Board reviews impact of 2008 legislative session

John Kaul of Capitol Gains, Washington County's liaison to the Minnesota State Legislature, reported on the outcome of the priorities included in Washington County's 2008 Legislative Agenda, and Keith Carlson, executive director of the Minnesota Inter-County Association (MICA), presented a "2008 End of Session Report," providing an overview of the legislative changes affecting counties. MICA is a 13-county cooperative association that lobbies issues of county interest and concern at the Minnesota State Legislature.

Both presenters expressed concern about the increasing cost of state mandates on counties in the face of new tax levy limits. The presenters noted that it is likely there will be further cuts and mandates in the coming years. The legislature will need to cut funding, increase revenue and/or transfer from other funds nearly $2 to $2.5 billion when they return in 2009 if the current forecast holds. Based on past legislative actions, counties will lose anticipated state revenues or be required to fund state mandates.
