Council to address bid process for electrical upgrade

WATERLOO — Controversy surrounding a bid for a project toimprove the electrical system at Lafayette Park in Waterloo couldhighlight the City Council meeting Monday.
Sieben Electric of Cedar Falls was awarded the bid at $68,750, butforgot to include a bond in the same envelope as the bid. Thoughthe company quickly realized its mistake and delivered the bond thefollowing morning, the slip-up provided the City Council withdiscretion to award the contract to another bidder.
Most council members did not seem to have an issue with allowingSieben Electric to retain the contract, but at the agenda-settingsession on Thursday, council member Steve Schmitt said the councilshould consider awarding the contract to the next-lowest bidder,Scott’s Electric, whose bid came in approximately $7,000higher than that of Sieben Electric’s.
"I want to make sure we’re following the rules,"Schmitt said. "I don’t want to do it one way this timeand do it another way next time."
Assistant city attorney Dave Zellhoefer said it was one of the fewscenarios under which the law provided the council with discretionon the subject. But he noted that although Sieben Electric did notdeliver the bond until the next day, it could not have beendeposited until that morning, anyway.
Also on the docket for Monday’s meeting is a nearlyhalf-million dollar increase in the Waterloo Dam Rehabilitation andRiverwall Construction project.
The mayor will hold a work session prior to the meeting to analyzethe increase, as requested by Peterson Contractors of Reinbeck.
The original core samples of the limestone beneath the dam did notreveal issues that will cost the city an additional $491,013.25.Because the project is financed in part by a Vision Iowa grant, thecity likely will be forced to continue work on the project or risklosing the entire grant.
An amendment to Waterloo’s code of ordinances to allow forbow fishing within city limits will not be passed Monday, as twocouncil members — Schmitt and Harold Getty — will notbe present.
With the two members absent Monday, the supermajority needed toamend the ordinance will not be possible.
