State Legislature Considers Screening for Cystic Fibrosis

RALEIGH, NC The March of Dimes is urging lawmakers to increasethe fee for North Carolinas newborn screening program in order toinclude testing for Cystic Fibrosis. On Tuesday, June 3, 2008,March of Dimes volunteers and staff are gathering at the NorthCarolina General Assembly in Raleigh for Advocacy Day.
We are calling on legislators to join us in giving all babies thebest chance for a healthy life, said Kirk Warner, volunteer boardchair for the March of Dimes NC Chapter. The support provided bythe General Assembly is vital for developing a public/privatepartnership that is critical to provide for every child in thestate.
The March of Dimes will be specifically asking lawmakers to takeaction on the following initiatives:
Increase the newborn screening fee to include screening for CysticFibrosis. The fee increase from $14.00 to $18.91 will allow NorthCarolina to add Cystic Fibrosis (CF) to the states newbornscreening panel and to provide counseling for families of infantswho test positive. CF is a significant cause of morbidly andmortality in childhood. Identifying CF at birth leads to bettermedical outcomes and longer life expectancy. The state currentlyscreens newborns for 26 out of 29 core conditions recommended bythe American College of Medical Genetics and endorsed by the Marchof Dimes and American Academy of Pediatrics. Adding CF would bringthe state to 27 core conditions.
Support the NC Health Choice (Childrens Health Insurance)expansion to allow an additional 10,683 children to be covered. Theappropriation to address enrollment growth will allow the state tocover more of the eligible children who need health coverage forhealthy outcomes, growth, and development.
Support SB 1686 and HB 2253 to establish a 50-foot smoke-freeperimeter around all state government buildings and grant authorityto local governments to implement and enforce smoking restrictionsaround the perimeters of local government buildings and otherproperty. Second-hand smoke has a negative impact on the health ofchildren, pregnant women, and all NC citizens; and March of Dimesadvocates urge lawmakers to enact legislation restricting smokingin public places.
The March of Dimes annual advocacy day at the Legislature is ajoint effort with the NC Perinatal Association, Alpha Phi AlphaFraternity, and Zeta Phi Beta Sorority.
