Senate split on detergent bill

A soapy debate in the Maryland Senate has proved too slippery for resolution.

Senators voted 23-23 on a measure that would delay a state law requiring soapmakers to reduce the amount of phosphorus in dishwashing detergent.

The tie vote came on a motion to fine Ohio-based Procter & Gamble Co. (NYSE:PG) up to $1 million for the six-month delay. The Senate earlier decided to add the fee to compensate for phosphorus pollution that would wash into the Chesapeake Bay before Maryland becomes the first state to enact the dishwashing phosphorus limit in 2010.

Because a tie vote is not enough to pass a bill or amendment, the split decision means the fine requirement was removed. Senators still must take one more vote on the measure, which is also pending in the House.
