EBay expands PayPal protections for buyers and sellers

EBay has improved protections for customers who use PayPal paymentservice for transactions on eBay.com. The protections are to gointo effect in Q4 2008 and cover all types of PayPal transactions,except those involving autos, real estate and capital equipment,such as heavy machinery.
Buyers who pay for products via PayPal are to be protected oneligible transactions for 100 percent of an item's purchase price,with no cap on coverage for full refunds. A buyer’s coverageused to be capped at USD 200, or USD 2,000 if the item’sseller had a good reputation on eBay.
EBay sellers who accept PayPal as a payment method are also to getprotection against a charge being reversed. Such reversals canoccur if a buyer claims not to get an item, or if a payment isfraudulently made. Sellers’ coverage used to have an annuallimit of USD 5,000 and could be applied only for shipments to theUS, Canada and the United Kingdom.
