Hats off to Ontario, Quebec

Our hats are off this week to the legislatures of Ontario andQuebec. By agreeing in principle to a cap-and-trade policy forcarbon emissions, the two largest provinces and major producers ofgreenhouse gases have placed Canada, as a whole, on a better path.

These types of programs have grown in Europe and appear to beeffective in providing economic incentive to reduce industrialemissions. And, with both presidential candidates to the south ofus endorsing some form of cap-and-trade programs, it appears theU.S. may be heading this way as well.

The agreement between Ontario and Quebec has been denounced by thefederal government, perhaps as much for the inherent rebuke as forthe break with federal policy (of having no clear policy). Bornfrom frustration of Canada
